Spencer named Empowering Excellence Award winner

Dr. Mathilda Spencer, professor of criminal justice at Pennsylvania Western University, has been named the inaugural recipient of PennWest’s Empowering Excellence Award for 2024–2025. 

The award honors a faculty member whose work advances PennWest’s mission by engaging in exemplary work to empower historically underrepresented and at-risk members of the University community. 

“It is truly an honor to be the inaugural recipient of the Empowering Excellence Award,” Spencer said. “Throughout my career, I have sought to lift up students and community members who too often face barriers to opportunity.” 

With more than four decades of experience in youth services and the criminal justice system, Spencer has built a career focused on service, scholarship, and social impact. A former probation and parole officer and author of Juveniles in the 21st Century, she brings deep real-world experience and a passion for helping students succeed. 

“Dr. Spencer’s commitment to empowering students and communities reflects the very best of PennWest’s mission,” said Dr. James Fisher, interim provost and vice president for Academic Affairs. “Her decades of professional experience, scholarly contributions, and service to both the university and the commonwealth exemplify the excellence we seek to recognize through this award.” 

Beyond the classroom, Spencer was recently appointed to the Governor’s Advisory Commission on African American Affairs (2025–2027 cohort) and provides leadership for Positive Action and Beyond Grad, youth-focused programs supported by Southwestern Pennsylvania Human Services.  

Spencer earned her Ph.D. in administration and leadership studies from Indiana University of Pennsylvania, a master’s in administration of justice from Shippensburg University, and a bachelor’s degree from Penn State University. She will complete a Master of Social Work from PennWest in spring 2026. 

As part of the award, Spencer will receive $500 for professional development during the 2025–2026 academic year. A formal presentation of the award will be held at PennWest California.
