About Me

Jennifer (Butler) Williams serves as Manager of Learning Technology Services at Pennsylvania Western University (PennWest), where she leads the strategy, implementation, and management of academic technology across three campuses and PennWest Global Online. With nearly two decades of experience in higher education, she has built her career at the intersection of instructional design, faculty support, digital learning strategy, and academic leadership.

In her current role, Jennifer oversees enterprise learning management system (LMS) administration, classroom AV modernization, vendor partnerships, and faculty development initiatives. She also provides strategic guidance on the responsible adoption of artificial intelligence (AI), helping faculty integrate emerging technologies into teaching, assessment, and student engagement while ensuring ethical, secure, and inclusive practices. She represents PennWest nationally through presentations and panels on AI in education, inclusive innovation, and the future of instructional design.

Jennifer’s expertise spans learning technology innovation, online education, adaptive and inclusive learning strategies, and AI-enhanced instructional design. She has successfully led cross-campus technology initiatives, RFP and vendor evaluations, and faculty training programs, while supporting PennWest’s Center for Artificial Intelligence and Emerging Technologies through AI literacy and pilot projects.

Beyond PennWest, Jennifer serves on the Board of Directors for the Autism Society of Northwestern Pennsylvania, where she chairs the Program and Education Committee, advancing community education and support for neurodiverse learners.

Jennifer holds a Master of Arts in Communication Studies and a Certificate in Conflict Management from PennWest Edinboro, and a Post-Master’s Certificate in Psychology from Northcentral University. She is currently pursuing her PhD in Psychology with a focus on organizational behavior and the evolving role of technology, including AI, in learning and development.

Her professional journey is marked by a consistent passion for improving educational access, supporting diverse learners, and empowering educators to embrace emerging technologies. Whether advising senior leadership on institutional strategy, mentoring faculty on instructional technology, or contributing to community initiatives, Jennifer brings a holistic approach that blends innovation, equity, and impact.
